We are proud to announce the launch of “Digital Infrastructure Solutions to Empower Citizens: A Toolkit for Policymakers Designing, Scoping and Governing Digital Infrastructure to Advance Data Agency” at the 2025 Global Solutions Summit.
Unveiled during the 2025 Global Solutions Summit panel “Catalyzing Digital Infrastructure Solutions for Data Agency,” the toolkit is a concrete step toward building inclusive, citizen-centric digital systems. It walks policymakers through a four-stage process–assess, design, safeguard, and adopt–highlighting key questions, considerations, and trade-offs that can affect the degree to which digital infrastructure is trusted, used, and responsive to the needs of citizens and society.
The launch brings together global leaders who contributed through consultations in Paris, Washington D.C., and at the T7 summit in Waterloo:
